Add the sliced onions and saute until lightly browned and wilted. Add the chicken livers, soy sauce, rice vinegar, water red chili flakes, bay leaves, peppercorns, and brown sugar. Stir gently, bring dutch oven to a bubble and cook 2 minutes.
