Instructions
In a small bowl, whisk together the soy sauce, vinegar, water, lemon or lime juice, black pepper, and sugar until the sugar dissolves.
¼ cup soy sauce,
2 tbsp distilled white vinegar,
2 tbsp water,
1 tbsp lemon juice,
¼ tsp black pepper,
1 tbsp sugar
Add the sliced red chilies to taste. Adjust the sugar, vinegar, or citrus if you want the sauce a little sweeter, tangier, or brighter.

Stir in the diced tomato and red onion until everything is evenly combined.

Serve right away with hot lumpia, or chill briefly if you want the sauce a little colder before serving.
Let the sauce sit for 10 to 15 minutes before serving so the onion, tomato, and chilies have time to flavor the sauce.
Notes
Calamansi juice is usually used, but lime or lemon juice is a perfect substitute.
You can also add other ingredients to your dipping sauce, such as ginger, garlic cloves, or chopped green onions.
If you want your dipping sauce to be thinner, you can add more water.
The dipping sauce can be stored in the refrigerator for up to a week.
